Portland's reputation for rain is earned between November and February, and the reputation for being worth it anyway is earned in the same months. Is fall or winter a good time to visit Portland?
It depends on what you are coming for, so here is the honest split. If you want the outdoors, October is the answer: 3.4 inches of rain across the month against 5.5 in November, eleven hours of daylight in the middle of the month, and the Japanese Garden and Hoyt Arboretum at peak colour in the last two weeks. If you want the holidays, the season runs from the Thanksgiving weekend switch-on through New Year's, with the densest stretch of lights, markets and shows in the second and third weeks of December. If you want Portland at its cheapest and quietest, that is January into early February: the same restaurants, bookshops and breweries with no queues, the mountain an hour and a half away, and Travel Portland's own description of the season is "smaller crowds". What nobody should come for is guaranteed sun, and from mid-November to mid-January you should not plan anything outdoors after about 4:30 PM that needs light.

Portland fall and winter weather, by the numbers
These are the National Weather Service's official 1991 to 2020 climate normals for Portland International Airport, not a blog's recollection. Two things stand out. The rain arrives suddenly: October carries 3.4 inches, November 5.45, and the three months from November through January each land above five inches. And the days shorten faster than most visitors expect: Portland sits at 45.5 degrees north, further north than Toronto, so the 15th of December gives 8.8 hours of daylight with sunrise at 7:42 AM and sunset at 4:29 PM. Plan lights and gardens for the afternoon window and put dinner, shows and breweries after dark, where they belong.

Read the rain-days column carefully, because it is the one that matters for planning. December has 19 days with measurable precipitation but only 13 with a tenth of an inch or more. Most Portland winter rain is a fine, steady drizzle you walk through in a hooded shell, not a downpour you wait out. We skip umbrellas: the wind off the river makes them a liability on the bridges, and the rain is rarely heavy enough to need one. Snow is a different story: the airport's normal is 4.2 inches for the whole year, split between December, January and February, and because the metro is not built for it, a real snowfall closes schools and empties the roads for a day or two. If it snows during your stay, treat it as a bonus day indoors rather than a driving day.

Pack list that works from October to February: a waterproof hooded shell (not a water-resistant one), waterproof shoes or boots with grip, a warm mid-layer, a hat and gloves for December and January, and one dry pair of everything for the evening. October is the month locals would send you if you asked. The Portland Japanese Garden's fall colour typically peaks in the last two weeks of October (in 2025 the garden called peak on Oct 27) and holds into early November if the wind stays down; the garden runs a public Fall Colors Tracker so you can time it. Hoyt Arboretum's Maple Trail turns through October and by the first week of November the show moves to its larches. Sauvie Island, ten miles northwest of downtown, is pumpkin-patch country: The Pumpkin Patch there runs its corn maze and u-pick daily through October. The Portland Marathon is Sunday Oct 4, 2026.

What to do in Portland when it rains
The honest answer is: the same things, with a hood up. Portland's rain is light enough that the city does not stop for it, and most of the good stuff was built for it. The trick is to cluster. Downtown and the Pearl give you Powell's, the Portland Art Museum and the food halls within ten minutes of each other on foot. Old Town gives you Lan Su Chinese Garden, whose covered walkways and teahouse were designed for exactly this weather. The Central Eastside gives you OMSI and a dense run of breweries and distilleries under one roof after another. And Washington Park gives you the Japanese Garden, which is arguably better in rain than in sun, plus the zoo after dark in December.

Beyond those, the city's breweries and restaurants are the same in December as in July, only easier to get into, and a guided food tour or brewery tour is a sensible way to spend a wet afternoon with someone else doing the navigating. Trail Blazers home games at the Moda Center run October through April and are a warm, loud three hours. If you want the outdoors anyway, the Lower Macleay to Pittock Mansion walk through Forest Park is the classic rain hike: a steady climb under big trees, with the mansion's terrace view at the top on a clear day.
Snow, Mount Hood and the Gorge in winter
Two different things get called "snow in Portland", and it helps to separate them. Snow in the city is rare and disruptive: the airport's 1991 to 2020 normal is 4.2 inches for the whole year, with January the biggest month at 1.7 inches, and because the metro is not built for it, a couple of inches closes schools and thins the roads for a day or two. If a snow day lands on your trip, stay put and avoid unnecessary driving. Snow is usually easier to find on Mount Hood, but ski-area openings and terrain vary with conditions. Mount Hood is about 70 miles east of downtown. Timberline describes its typical season as mid-November through late May, and Mt. Hood Meadows is targeting Dec 4, 2026 to open, weather permitting; neither statement guarantees full operation on a particular January date. Oregon requires chains or traction tyres on mountain highways when conditions call for them; check TripCheck.com before you leave and carry chains from November on.

The Columbia River Gorge is the other winter day out, and a better one than most visitors expect: the waterfalls run high all winter, Multnomah Falls is a short drive east on I-84, and a cold east wind can turn the whole cliff face to ice for a week. It is also where Portland's winter driving hazards concentrate: freezing rain and black ice on I-84 east of Troutdale are a real thing in December and January, so check TripCheck.com and give it a miss if there is an ice warning. The Oregon Coast, 90 minutes west, is storm-watching season from November through February, and the gray whale migration south passes the headlands in the second half of December. When to book and where to stay
Fall and winter availability varies by exact dates, property and neighborhood, so search the nights you need rather than relying on a blanket seasonal rule. Let the confirmed fixtures guide the location. A Hawthorne or Belmont rental puts Peacock Lane within a walk if its 2026 display is announced, and the Central Eastside's breweries and OMSI within a short ride. Downtown or the Pearl puts Holiday Brew Fest, Powell's, the museum and several Willamette ship viewpoints on foot, with MAX to the zoo. NW Portland is the closest neighborhood base to Washington Park and the Japanese Garden. For winter amenities, compare homes with fireplaces and homes with hot tubs; some hotels also offer fireplaces, so check the specific room and property rather than assuming.
